ORA-12913: Cannot create dictionary managed tablespace

ORA-12913:	Cannot create dictionary managed tablespace
Cause:	Attemp to create dictionary managed tablespace in database which has system tablespace as locally managed
Action:	Create a locally managed tablespace.
